Lucky or Dealer Scam?

I have an unscheduled XL hybrid order. I'm losing hope that it will be built. I monitor local dealer web sites and inquire whenever I see one in stock. A few days ago, a dealer reponded that the unit was sold, but Ford had awarded them an allocation for an XLT hybrid because of good customer survey responses. He asked if I would be interested and confirmed that the price would be MSRP. I emailed my build, he took my $500 deposit and put in an order. I'm hopeful but suspicious. Did I get hoodwinked? Does Ford give allocations as rewards to dealerships?

Is that how allocations work?
It's a gamble, but you have better chances if you have something in writing
and signed by both you and dealer (hopefully showing the options ordered and nothing you didn't).

Hopefully we can add another dealership to the "good" column.

They can't order anything. Probably keeping an eye open for cancelled orders across their network. May be MSRP but I bet there are mandatory dealer installed items.

***UPDATE*** Today the dealer called and told me that Ford called him and said they did not have the parts available to build the luxury package. He told me if I drop the luxury package, it will almost certainly get built this year. We'll see.
