Even draconian states like CA & Co can stumble upon a useful regulation. I read SOB’s post as critical of the State not this regulationI've seen the damage people who are under-equipped and overconfident do to other people's property, public infrastructure, as well as tying up emergency resources for hours when they wreck... along with driving up everyone else's premiums after the fact. Enforcing minimum standards of road worthiness isn't "draconian."
