I've seen the damage people who are under-equipped and overconfident do to other people's property, public infrastructure, as well as tying up emergency resources for hours when they wreck... along with driving up everyone else's premiums after the fact. Enforcing minimum standards of road worthiness isn't "draconian."

I use phonetics because current use of the language in Merkuh is affected by the internets and auto-correct. All languages evolve, and phonetics, or fone-etix, is the future. Merkun "English" is very difficult to learn for noobs, as it contains remnants of several languages at once, and punctuation and word order are often jumbled from past acceptable use or other languages.
