I have a 2022 Hybrid and I've been monitoring the voltage out of the dash powerpoint while driving. I've recently had a AGM battery installed after two FLA batteries went bad. When driving, the normal reading I see from the powerpoint is 14.8 v. I assume this would indicate the DCDC HVB is charging the 12v battery. A few times, I've seem the voltage drop to 12.8 while driving. My guess is the charging circuit has reached the charge point for the battery showing a full charge. Can anyone verify my assumptions?

Your assumption sounds about right. A lead acid cell has an open circuit voltage of about 2.2 volts, so you must reach a higher voltage to charge them. 14.8v works out to be about 2.47 per cell. A cell with a load on it will have a lower voltage and 12.8v comes out to about 2.13 per cell.

If your charge voltage gets too much higher or your loaded voltage gets too much lower you might have an issue starting but from what you've said it seems like everything is working fine.

Correct.

And since the accuracy on some of those adapters/readers is questionable - you may find it's actually reading 0.1 or 0.2 higher than reality.

But indeed - great sign and method to know it's getting up to fully charged - when it hits that 12.8 while driving.
Morning voltage before you click to On also useful to note time to time, like after multi-day sitting perhaps.

Fwiw: when I push my dash monitor into the power point both in my 22 hybrid XLT and hybrid Lariat I see the battery voltage 12.0 to 12.4 for about 1 second then switching to about 14.4 while in accessory mode. So apparently mine are programed for HVB assistance in accessory mode. Some (seldom) times but not always I can get pop up staying extended accessory mode active. Then when key or button is pushed to "run" position
The dash power point moves to 14.8 or higher voltage when ambient is below 60°F.

Do you have push-button start on the XLT like the Lariat?

Then there is no true Acc mode, you are getting On mode and indeed the HVB connected to the 12V system.
Unless there is someway to come backwards in to it from say a running state, but I don't think so, someone tested that for me awhile back and confirmed, basically no ACC key position. Off - On - Start.

It'll allow that to drop to the lower 30% SOC on HVB, then the 12V system is all on the 12VB and eventually that'll give the warning you better shut everything off as you are draining the battery.

So to your point - look quickly!
But don't read the V drop because of the actual connection made to HVB - that's about 0.4 IIRC.

Yep on XLT off-on-(ready/start). (Quick look)
