Sure it will tow but it will suck gas while in the mountains. Hopefully towing that weight at highway speeds it will get okay mileage. The electric motor will only help so much as it's designed for commuting and not long the battery would last in the mountains. It will be fine for towing on flats but I wouldn't use any hybrid for towing in the mountains.
Both engines “suck gas” when towing.

I have a 2023 Hybrid I want to tow a trailer cabin that has a toilet and shower
Staying under 2,000 pounds loaded might be a trick unless you find something light and just carry a portable toilet. Most campers with built-in toilet/showers are 2,000+ pounds dry weight (unloaded).

I get 20+ on the flats and 16-18 in the hills. Not as bad as a motorhome or camper van. Those get 10mpg on a good day. A larger pickup pulling a camper isn't much better figure an average of around 12.

And I’m sure the hybrid will have very similar numbers, if not better.

For short distances, most likely. Hundreds of miles is doubtful. Hills no way.

My 2024 Hybrid's mileage dropped to half when I towed a roughly 1500 lb trailer on a long drive with lots of steep hills. Averaged around 22 mpg.

Looks like the hitch weight is 410lbs for the 16 basecamp. That is over the max limit for the Maverick. The max is 400lbs. The base weight of 2,650 is no problem.
I think a keg of brew in rear of the base camp would fix the hitch weight problem.

As the resident over loader here. You will be fine. I have hauled way past double the hitch weight rating. And have hauled well over 8k for long distances. Truck handles it fine. Now as the size not weight of trailer and wind rise speed needs to decrease. But you should be fine with what you are hauling. I regularly haul my 16’ enclosed trailer and my car and gear all over well over the rated weight. Zero issues at all. Have 40k tuned miles with a lot of tow miles and all is good.

If you can haul it with a ridgeline the maverick will do it better. I got 16mpg towing 6k from nyc to Michigan in my 10’ enclosed with a 93 tow tune. My average with larger tires and rims is now 14mpg with trailer at 65mph.

Is your opinion based on your experience? I do know the Honda Ridgeline is rated for 5000 lbs. towing and the Maverick is 4000 lbs. rating.

I don't know about Ridgeline but I had a 2006 V6 RAV4 that I put a curt hitch on and the relay activated trailer light sensor. The Rav4 would handle 5k trailer and more rarely with ease.

Did you know the RAV4 is only rated for 3500 lbs towing capacity? Did you know, if you were in an accident towing 5000lbs, your insurance would deny your claim?

Yep, my memory failed on that. It was insane what it would pull. Stopping was the problem.
