I don't think the city/hwy litmus tests are the same as the sticker city/hwy. The litmus tests are 5 cycles of testing, and I believe the final numbers are arrived at after they do some weighting etc.Here is some fun
In the Ecoboost EPA application (Released 9/27) they stated this MPG on the Limitus values

The test vehicle was a 2.0 Ecoboost 2020 Ford Escape
And this is the resulting MPG

Now in the Hybrid Application (Released 9/27) of a 2.5 hybrid Escape the numbers were this

If these numbers are right, Ford is claiming 49 city and 42 highway.

With those numbers I can understand why the EPA might have audited Ford, especially after the C-Max fiasco in 2012 and Ranger lawsuits in 2020
