If Ford's goal is to simply manufacturing then why not just use the larger gas tank for both Hybrid and Eco's?

What if I told you that they already do?

Not correct. The 2.0L and Hybrid share the same fuel tank shell, but the Hybrid's tank has additional components within the tank itself necessary to support the Hybrid system and Atkinson-cycle engine. These components make up that ~2.7 gallon difference.

Does the build sheet list the part number of the fuel tank shell? Read the quote more closely: they do use the same fuel tank body but the hybrid has more 'stuff' inside for emissions/efficiency that takes up some internal volume.

The Toyota Prius hybrid has a rubber bladder in the fuel tank. It helps control emissions and is part of what lets them qualify as an Ultra Low Emissions Vehicle (ULEV). Unfortunately it also holds less gas in the winter than in the summer because the bladder stiffens up.
