They can easily collect it when you annually renew your plates. The procedure to distribute that money is setup to be disbursed already as well as the gasoline taxes to both state and federal. There would just be an additional transfer from the plate fees to the account currently receiving the fed gas tax. We mostly have smart electric meters and they could also collect a "fuel" tax for current recharging an EV also.I think you're assuming it's more thought out than it is. I can only imagine it would be self reported on your yearly unless they send a bill to everyone with a vin registered to a hybrid vehicle. It's designed to recoup the 18.4 cents federal gas tax but the math doesn't really math...
