Proposed federal yearly fee for Hybrids

I see several news outlets stating that the new proposed budget passed by the house includes " a provision for the Federal Highway Administration to impose a $250 annual fee on all-electric vehicles and a $100 yearly fee for hybrid vehicles. "
Any idea how that would work? When I register here in washington, I thought all of the fees I pay are determined by and go to the state. No federal portion that I know about. Are there any current federal fees we all are paying when we register a car? Our legislature just upped the fee for the "privilege" of owning a hybrid. I'm guessing a federal fee would be added to whatever the state wants to squeeze out of us?

I think you're assuming it's more thought out than it is. I can only imagine it would be self reported on your yearly unless they send a bill to everyone with a vin registered to a hybrid vehicle. It's designed to recoup the 18.4 cents federal gas tax but the math doesn't really math...

Everybody should pay to maintain the roads they use. I hate paying tolls, but they are fair as you aren't charged till you want to drive on the bit of road that is being "taxed". As cars become more efficient and or electrified, alternate ways of funding roads need to be found, but a flat ownership "tax" really isn't fair. I'll bet if they decided to flat tax all ICE vehicles regardless of miles driven there would be a lot more people crying foul.

So by your logic, you also think a tin can economy car that gets about the same mileage as a Hybrid should also pay this same tax, correct?

If they're only adding the tax to hybrids but not other high miles per gallon vehicles, it's nothing but a "screw the Hybrid vehicle" spite tax. And another tax increase by the current administration.

Not a Hybrid but IIRC here in Ohio my Sister said my Nephew Paid $300.00 for His License Plate Tag on His KIA EV for a Year. FWIW My Maverick with 2.0 EB will probably be $65-$70.00 for a Year when i Renew My Tag before my Birthday.

Many states are already slapping alternative fuels taxes on EVs and Hybrids which is WAAAAY more than the average person driving a straight ICE vehicle would pay. For those all for these over the top taxes I say lets flat tax everyone. Slap everyone with a $250 Fed tax + $200 state tax regardless what powertrain it is. There you go. Fairness! ROFL No more taxes at the pump...

Another option to issuing penalties for driving efficient vehicles or a mileage tax, is imposing tolls for sections of federal highway use. Pay to repair what you use.
Depends what behaviors they want to change or who they want to put the burden on.

Just eliminate the EV and PHEV rebates then. Why give an incentive to buy then take it back over time.

Special taxes and eventually banning any car that gets over 15 mpg?
Ban catalytic converters, fuel injection and emissions controls?
Ban unleaded gas, being back leaded?
Ban airbags and safety standards?

A flat fee like that seems like it's just punishment
