I think you're assuming it's more thought out than it is. I can only imagine it would be self reported on your yearly unless they send a bill to everyone with a vin registered to a hybrid vehicle. It's designed to recoup the 18.4 cents federal gas tax but the math doesn't really math...

They can easily collect it when you annually renew your plates. The procedure to distribute that money is setup to be disbursed already as well as the gasoline taxes to both state and federal. There would just be an additional transfer from the plate fees to the account currently receiving the fed gas tax. We mostly have smart electric meters and they could also collect a "fuel" tax for current recharging an EV also.

okay I skimmed and didn't see anything on this.

extra tax for extra polluting vehicles that are slowly killing all of us. we should not be discouraging hybrid/EV adoption. this seems particularly ridiculous for hybrids. I'm not pulling electricity out of thin air. it's being reclaimed indirectly from burning gasoline. sorry I paid a little extra to get more out of my fuel and now I'm being punished?

Special taxes and eventually banning any car that gets over 15 mpg?
Ban catalytic converters, fuel injection and emissions controls?
Ban unleaded gas, being back leaded?
Ban airbags and safety standards?

A flat fee like that seems like it's just punishment
Not collecting "road use tax" from some is PUNISHMENT for those who ARE PAYING!

Why not? That would be a use tax. A fair tax.
Debating ‘fairness’ is interesting but unhelpful. The old “one man’s terrorist is another man’s freedom fighter” argument. There is a difference in opinion on not only who should pay (me, you, your neighbor, state or federal governments), but how (and how much) they should pay.

Gasoline taxes are a usage fee (drive more/pay more) but people hate them, and don’t differentiate among vehicles that cause more/less road wear for the same amount of fuel burned or between travel on crowded/uncrowded roads. A pay-by-the-mile-driven model seems more equitable but difficult to implement (new tolls/electronic motoring of vehicles – Big Brother anyone?) and no incentive to drive a more fuel-efficient ICE vehicle.

Or – forgo the whole user-pay principle and get Highway Trust Fund monies from general revenues. Let’s see, what additional federal/state programs should be cut to pay for highway/roadway work? Or limit road maintenance spending to revenue already collected with the $0.184 gal gasoline/$$0.244 gal diesel taxes in place.

Nobody wants to pay, big surprise. People really get agitated/obsessed about higher gasoline prices, and it’s still the case that one of the best ways to commit political suicide is to promote higher gasoline taxes. Everyone has their own opinion, you have yours, I have mine, if a genie granted me one energy-related dictatorial power I’d double the federal gas tax overnight – which STILL wouldn’t keep up with inflation.

The tax rates on motor fuels have not changed since 1993 and thus have failed to keep pace with inflation. If tax rates had been indexed for inflation since 1993, the current tax on gasoline would be about 37 cents per gallon and the tax on diesel fuel would be about 49 cents per gallon. Although the current taxes on motor fuels (except for a residual tax of 4.3 cents per gallon) are set to expire at the end of September 2028, Congress has routinely extended the taxes in the past.

I don’t mind me paying my fair share for driving 4-5 thousand miles per year. But I object to be paying for other vehicles that pay nothing for road maintenance.

My state already charges a $75 annual fee on vehicle registration for hybrid cars, so this proposed $100 would be on top of this. I drive 4K a year so I would be paying much more than an ICE Maverick Would for gas tax For the same mileage. Another cash grab by the administration.
That's 2.5 cents/mi. But, obviously, the more miles driven, the more the cents per mile drops. I don't think it's an unreasonable amount at all.

I didn't realize how much heavier an EV is. You can see how much bigger the tires are on a TESLA. I don't know how much they weigh.
I was surprised to learn that the new VW "micro bus" EV weighs on at SIX-THOUSAND-POUNDS !!!
How much does a Mav hybrid weigh?

in Commifornia we already pay around $1 per gal on taxes!
And we will pay more to drive our vehicles in Ca with the proposed tax per mile that our wonderful governor has in store fore us!

I see several news outlets stating that the new proposed budget passed by the house includes " a provision for the Federal Highway Administration to impose a $250 annual fee on all-electric vehicles and a $100 yearly fee for hybrid vehicles. "
Any idea how that would work? When I register here in washington, I thought all of the fees I pay are determined by and go to the state. No federal portion that I know about. Are there any current federal fees we all are paying when we register a car? Our legislature just upped the fee for the "privilege" of owning a hybrid. I'm guessing a federal fee would be added to whatever the state wants to squeeze out of us?
An $0.184 per gallon tax would be the equivalent of 543 gallons at $100 per year. 543 gallons at 40 mpg is 21,739 miles. According to the Federal Highway Administration, the average annual miles driven per passenger car is 13,596 miles (2022 data). Even 30 mpg would be over that average.

Pretty sure we already pay this in Wisconsin. My $150 tab went up to over $450 a year (assuming this is similar)

Imagine not punishing people that actually DO care about the planet.

Just eliminate the EV and PHEV rebates then. Why give an incentive to buy then take it back over time.
It's already happening in the BB Bill:sick: Charging these owners extra is a cash grab by the states, take notice when you drive down the road, for every 1 hybrid & 1 EV, that's a total of 2, there are at least 25 full size 4 wheel drive pickups, many with lifts & larger tires that are more than making up for those 2.

This seems like a fair way to recoup lost funding to support road maintenance.

But, it also seems like we should have additional and higher taxes on ICE vehicles to support air quality maintenance.

It would be nice if our gas taxes and registration fees actually went to pay for road maintenance and construction, but in many cases those funds are being used for other things. Federal, state, and local agencies all compete for our money. If the federal government cuts funding for a program, state or local governments have to pay for it or do without, and vice versa.. We all pay for living here, one way or another.
