Not really a bait and switch.
A friend of mine was on game show say 35 years ago. He won a Jeep not the actual Jeep from the show, but he would take delivery at a local dealership, of a Jeep with the same options that was on the show, he could pick his color. If you want more options you have to pay for them.
You don't have to take the vehicle you can let the dealership sell it. Take the money and of course pay Sales AND Income TAXES.
Because of the taxes. Some of the contestants elect not to take the prizes if they're not really needed.
