It's plastic and the wheel is on a spring and goes up and down.

That is some sort ot detente to hold something else in one position or the other.
Look inside your air filter "box" ( inside the car, and look where this thing goes and put ti back in. If you are lucky you even will find the srews

It's AMF all over again. It's unhappy auto workers leaving mystery parts inside of the vehicle. If you're under 40 you won't understand this.

Or if not leaving parts, writing silly stuff. Parents had a 61 Chevy Impala. Tranny issues. When auto tranny pulled, torque converter removed, inside the flywheel housing someone wrote with red marking on the clean aluminum housing…”No Sh*t”. He probably knew that auto tranny was “sh*t”. And it was. It was a 1 speed tranny. Slow acceleration. Not sure what guts were, prob a form sprag style gearing, no shifting at all. Disgusted with it, swap out with 2 speed power glide tranny. Bulletproof transmission, but only 2 speed.
