Since the full size Maverick tires are larger than any spare, it's to tie down the flat tire in the bed.

It is a battery strap there is a crazy looking hook on both sides of the battery its a two hand job to hook it on and pull the battery out

I have a huge trash bag I just put the wheel in, and into the back seat, since I'm likely doing a quick drop off. Well, except for last long trip where only option was hanging it back under - ugh.

Otherwise with my end-of-bed tool box - I'd be lifting over the edge, which I've done before and prefer not to.
