I think what they are trying to say is that on some of the less expensive tri-folds, the last section, that is closest to the cab, does not fold. It is secured to the bed to stabilize the other two sections but itself does not move. Only two of the sections actually fold. Two folding sections = bi-fold. Just a tongue-in-cheek way of asking why they call it a tri-fold when all three section do not foldA tri-fold item is an item that folds twice into three sections. I've never seen a tri-fold tonneau that didn't have 3 panels (like a tri-fold wallet, 3 panels and two hinges). Are you saying that a hard trifold with three panels that doesn't flip up is a bi-fold? Those have been called tri-fold much longer than flip-up tonneaus have been available...
