Mystery Holes in Bed Sides

My Maverick has two holes near the back of each bed side that look like the threaded holes elsewhere in the bed, but they don't seem to be threaded. I'm wondering if anyone knows how they're meant to be used. See two pictures below, one from a distance and one close up.

I have an upper tie down cleat occupying those holes.

They are for tie downs aren't they?

Accessory mounting points. Swing a way tool box, bed extender’s etc.

So, do they use self-tapping screws to mount the cleats, etc.? Why would Ford provide threaded holes in some cases but not others.

But it comes with a side storage box on that side?

pre-25MY base XLT didn't even come with that.

A quick change to this file. I like your home logo, where did you get that Maverick model. I never was able to find one like that. Does it come in Space White?
