Those "hooks" are a Blue Ox Baseplate...the original style that has had many failures. Yes, that is how you have to install version 1 from Blue Ox. Sounds like someone made a mess and then sold it off. You can buy a Demco Baseplate if you want to tow, and you can buy a replacement lower shroud. I wouldn't tow it across the street with that Blue Ox 2-piece baseplate.
You are referring to baseplates for models prior to the 2025 Refreshed Mavericks correct?

It is really sad that they did this "refresh" for 2025. The ACC works just fine in my 2023 mounted higher to allow my Demco baseplate to do its job..
Totally agree I am waiting while Demco and RoadMaster are still looking for a 2025 Truck to complete their engineering as of a few days ago. I have used BlueOx for years on other vehicles but not confident or willing to risk my new 2025 Maverick Lariat AWD Hybrid with BlueOX at this time

I don’t intend or have the need to tow it. It’s just hideous

Yes. He has an earlier Maverick...no gumby heads.

For whatever it’s worth, TopGun has been towed with a Blue Ox setup for 6,223 miles without incident. Leaving on another trip this Thursday.

I have thousands of miles flat towing using BlueOx products as well (several Fiats, Jeep Wranglers) the concern here is in regards with the 2025 Maverick Lariat AWD Hybrid - there are no proven baseplates on the market as of this post.
