The Louvers are there in front intercooler to help the engine warm up faster during cold weather. They'll automatically close/open accordingly to temperature outside.

They're in front of the intercooler as well as the radiator both.

Louvres on radiator to help engine warm up. Louvre on intercooler to help turbo warm up.

This is my first turbo and I’m careful to let the turbo warm up a couple minutes before driving. Also, I’ll idle for a bit before turning off truck…I like how my Lobo’s fan stays on for a “minute” after putting in park at end of ride. Only had my Lobo for 2 weeks - could be an Arizona Summer thing.

Radiator fan stays on here for a minute or so in the Midwest he as well. But yes the louvers in front of the radiator and the turbo are for cold weather to let the engine and the intercooler warm up.

I've had three EcoBoost trucks now with the louvers and they've never been closed always fully open automatically during the summer months, usually anything 50° and above.
