Exactly this. There are roadways by me that are restricted to the point to where the tow companies HAVE to have a contract with the state in order to tow on them.
Pay to Play - state probably offers X slots - those get filled by the X tow truck companies that provide the biggest bids (kickbacks)

The one time I had to call Ford Roadside Assistance, January 2024, it was an absolute nightmare. It was freezing winter with temps in the teens, my 2023 Escape wouldn't start and the dash was flashing like a Christmas tree having a seizure. I was in a parking lot of a strip mall in a suburb, easily found. It took 2.5 hours for them to send someone out on a Saturday afternoon, they claim they couldn't find the strip mall and actually went back home or where ever. Told me to get a ride home and that they would try to send someone out on Monday. After I disconnected the battery, waited 10 minutes, and reconnected (an old trick from my 2013 Focus) I got the Escape started and drove the 5 miles back home.

I'll never waste time with FRA again. It's contracted out to 3rd parties who clearly don't want to be bothered. I complained to Ford who said there was nothing they could do about it.
