FORD brand tailgate liner question

My new Ford-brand tailgate liner arrived today; Ford Part # NZ6Z-9900038-C.
So, it appears to mount utilizing the (8) TORX screws that fasten a cover plate(?) to the inside face of the tailgate.
Question, does this cover plate need to be removed and does the liner go right into that vacated space, or is it merely attached directly over top of the tail gate (without removing this cover plate)?
If it just mounts over top of tailgate, I'm not sure the TORX screws are going to be long enough (without removing them).
Has anyone installed one of these?

I installed one and it goes on top of the tailgate. The provided screws worked fine.

When I installed mine, I just used the provided screws and installed over the tailgate. The only thing I wasn't sure of was where to use the provided pieces of sticky tape.

Sticky Tape?? None was supplied with mine.

Since there were no instructions, I just guessed where to apply the rubber peel off things.

I just installed mine yesterday. The sticky tape goes over the 4 outside holes before you put the liner on. I was able to get directions on the web site see attached

They’re contact patches. Basically put them where the cover contacts the paint to keep from vibrating and creating a scuffed spot
