If there isn't already a front license plate bracket installed, I agree with what someone else said that it could be for that if you want it.

Check the fuse box mounting points under the floor on that side. I'd check all the stuff in that area, give it a wiggle, if nothing stands out, add them to my screw collection and hope for the best

Those are not the Liscense plate screws. Just extra hardware, probably from something else inside the cab. Enjoy the extra hardware.
