I think he actually got that wrong. It should be the same between engines and the only way you get 8.6 is with the 235/65R17 tire/wheel combo due to the extra tire height.
I believe that the High-Voltage battery and it's protection plate causes the loss of 0.3".

And wouldn't you know it? A 235/65R17 tire is nominally 0.25" taller in radius (plus a bit since an A/T tire is likely to have deeper tread) than a 225/65R17.
