My hybrid was built in late March through mid April. Also shows engine and transmission made in US.

I don't know if it means made in the USA or not. When we made semiconductor chips that we sent overseas to Taiwan and the Thailand to be assembled and tested in a higher lever assembly we determined that the country or origin to be the place where the most cost to manufacture was located. That information was required due to some export and import regulations. If the cost for us located in the US was greater than the costs for assembly and test the product was considered to have originated in the US but if the cost for assembly and test were higher in both the country of origin was where the highest cost was. Not sure how that applies only providing some information. There was also a definition where one had to determine how much the original part had changed in intent that helped determine country of origin.

I am just guessing, but I believe when the dust settles, we will find all hybrids have the CHEAP label. Chihuahua Engine Assembly Plant. Oops, the A just kind of slipped in there..........;):) Maybe because I have an EB???????? ;)

It's probably not a mistake, and it probably does not mean what people are assuming it to mean.

For 5 years I was employed in Kansas without physically setting foot in Kansas.

What if "U.S. steel" and "U.S. Aluminum" were shipped to Mexico and they used that to stamp out parts?

Just asking as a hypothetical.

What if Dearborn "adopts" Chihuahua as a "Sister City"? Does that count?

I’ve actually had to present this manufacturing argument to the Federal Trade Commission. I was President of Shakespeare Fishing Tackle and for many years we made the “Ugly Stik” in the US. We transitioned the finishing, painting, windings and guides to China but still made the blank in the US. We argued that the rod blank was the most costly and important part of the product. The net was we could not put a Made In The USA on the hang but they allowed us to put Rod Blank Made In The USA but finished in China on the hang tag.

In general, the most value is added in the process of actually assembling an engine or transmission, especially as many of the core components are built in the engine/transmission plant. For instance, take the crankshafts which are made at ChEP1, where the engine in question is known to be assembled, and which is the subject of some of its recalls.
  1. Title 49
  2. Subtitle B
  3. Chapter V
  4. Part 583
  5. § 583.8

§ 583.8 Procedure for determining country of origin for engines and transmissions (for purposes of determining the information specified by §§ 583.5(a)(4) and 583.5(a)(5) only).
(a) Each supplier of an engine or transmission shall determine the country of origin once a year for each engine and transmission. The origin of engines shall be calculated for engines of the same displacement produced at the same plant. The origin for transmissions shall be calculated for transmissions of the same type produced at the same plant. Transmissions are of the same type if they have the same attributes including: Drive line application, number of forward gears, controls, and layout. The U.S. and Canada are treated separately in making such determination.
(b) The value of an engine or transmission is determined by first adding the prices paid by the manufacturer of the engine/transmission for each component comprising the engine/transmission, as delivered to the assembly plant of the engine/transmission, and the fair market value of each individual part produced at the plant. The assembly and labor costs incurred for the final assembly of the engine/transmission are then added to determine the value of the engine or transmission.
(c) Determining the country of origin of components.
(1) Except as provided in (c)(2), the country of origin of each item of equipment is the country which contributes the greatest amount of value added to that item (the U.S. and Canada are treated separately).
(2) Instead of making country of origin determinations in the manner specified in (c)(1), a manufacturer may, at its option, use any other methodology that is used for customs purposes (U.S. or foreign), so long as a consistent methodology is employed for all components.
(d) Determination of the total value of an engine/transmission which is attributable to individual countries. The value of an engine/transmission that is attributable to each country is determined by adding the total value of all of the components installed in that engine/transmission which originated in that country. For the country where final assembly of the engine/transmission takes place, the assembly and labor costs incurred for such final assembly are also added.
(e) The country of origin of each engine and the country of origin of each transmission is the country which contributes the greatest amount of value added to that item of equipment (the U.S. and Canada are treated separately).

Wouldn't be the first time someone messed up the PCI labels...

***** Campaign Summary ***** Nissan North America is conducting a Quality Action for dealers to replace the American Automobile Labeling Act (AALA) labels. The AALA label on affected vehicles was inadvertently printed with incorrect Engine manufacturing location and percentage breakdown of parts content by country. Affected vehicles are not subject to stop sale and are either currently in dealer inventory or assigned and in transit to the dealer. In the interest of customer satisfaction, Nissan requests dealers to apply the replacement label on the affected vehicles prior to retail sale. ***** What Dealers Should Do ***** 1. Verify if vehicles currently in new dealer’s inventory are affected by this quality action using Service Comm or DBS National Service History – Open Campaign I.D.  PM931 - Versa  PC713 - Titan  New vehicles in dealer inventory can also be identified using DBS (Sales-> Vehicle Inventory, and filter by Open Campaign).  Refer to NPSB 15-460 for additional information  Please continue to check newly arriving inventory for campaign applicability. 2. Use the attached procedure to remedy vehicles affected by this quality action. 3. The service department should submit the applicable warranty claim for the action(s) performed so it can be closed on Service Comm and release the vehicle. 4. Dealers will receive one (1) label for every affected vehicle in dealer inventory via USPS. Labels will be sent to the Service Manager’s attention. If replacement labels are needed, please send your request to: [email protected] along with your dealer name, address, VIN, contact name and phone number.  Labels will be mailed beginning October 23, 2019 and should arrive no later than October 25, 2019.
