I don't know if it means made in the USA or not. When we made semiconductor chips that we sent overseas to Taiwan and the Thailand to be assembled and tested in a higher lever assembly we determined that the country or origin to be the place where the most cost to manufacture was located. That information was required due to some export and import regulations. If the cost for us located in the US was greater than the costs for assembly and test the product was considered to have originated in the US but if the cost for assembly and test were higher in both the country of origin was where the highest cost was. Not sure how that applies only providing some information. There was also a definition where one had to determine how much the original part had changed in intent that helped determine country of origin. My hybrid was built in late March through mid April. Also shows engine and transmission made in US.
