Would this fiasco be avoided if you did your own registration and license in the beginning instead of going through Chapman?

Maybe. I paid the sales taxes to them instead of to the state directly but even then I couldn't unless the state had the title. Because my office is right next to a cop shop and I've been ticketed in the same spot for a delayed registration a couple years back I'm wary to tempt fate by doing it again.

In emergency cases, you can drive a car even if it is missing the tags. So, you can drive your mother to the hospital and you should be fine.

If your pulled over just tell the cop your are traveling, not driving. According to the internet u don't need a license or registration to travel.

Here in Vermont, we went to pick up our truck and our sales guy had State truck plates all ready for us, and put them on for us before we left. Painless. I am appreciating it more today than ever.
