Outside temperature display changes white to orange at 4 degrees Fahrenheit and under

The outside temperature display in the dash changes from white to orange at 4 degrees Fahrenheit (-15.5c) and under. Is this a hybrid only phenomena? I'm not sure what it's trying to tell me, as the manual states that some components may be affected at -13F. It's not indicating freezing/ice temperatures as that's WELL below when frost would start. What's special about 4 degrees F?

Except it doesn't. The outside temp display stays white at 37-39F. It turns yellow at a temperature 33-35 degrees below that. Ice would have formed long ago. It's also not changing at a temperature that would affect system components either according to the manual. So it's incredibly unclear what it is indicating.

I don't see anything about that stuff turning on automatically.

Not anymore. They were dropped starting in 24, even though they were a great option for anyone who lives in Northern U.S states or in Canada.
