What are these in the flex bed?

What is that by the blue arrow? Looks like a rubber plug, but what is behind it and what option would go there? Is there any reason why you wouldn't remove it, or cover it with a custom rail?

Also curious about the similar thing at the red arrows.

I put lights (cheap led “boat” Lights).
The hole was too big when I pulled out the rubber plug, so I just cut a hole in it. Wired it up to a latching button switch, then mounted the switch in the “12v cover”
