“Do not use chains, cables or tow straps with metal hook ends.”

what on earth are you supposed to hook in there then?

This is specifically designed for the specifically designed hole. You attach your non metal straps to this.

I had the same questions I used these two witching holes as the main attaching points for my winch bumper...turned down 1" bolts to snuggly fit holes, welded these to plates which sandwich this portion of chassis.
Bumper itself is a modified jeep bumper for a 90's style jeep (widely available at e-bay for about $140)
