Rusting rail dust embeded in paint is a very common issue for new cars (Industrial/Rail fallout). We got a Mustang earlier this year that sat in rail cars and yards for almost a month. I clay bared it immediatly. The clay bar got a reddish tint to it from the rusting steel embeded in the paint.
Easy way to check for paint surface contaminants is take a plastic sandwich bag and put your hand in it, rub cleaned paint surface lightly. If you feel very rough paint, then it could possibly use a claybar treatment. Even after claybar you will feel some roughness as the bag magnifies every bump, but should be much better. With white paint you can sometimes see the rusting specks.
20 dollars to buy and do yourself. It's easy, just make sure you read instructions and do it right
