Random Idle surge

Has anyone else experienced a consistent idle surge?
it’s happened for me a few times. The truck will be idling and surge up in revs and back down, consistently until I either turn the truck off or turn off the accessory that is making the truck want to idle (like the interior blower heater)
I haven’t pin pointed a consistent reason yet for when it does this.

[Last Truck Ever]

I've experienced this twice now, both times in exact same scenario: I start up a cold truck, drive maybe two blocks and get stopped at a light, and while waiting for light to change, I get that odd surging. Light changes and I go about my business and it doesn't happen again anywhere on my drive. Has only happened the two times, but a week apart in same place/situation (leaving work). I've just crossed over 1000 miles on my XLT hybrid.

Is it bad enough to shake the truck? First year truck does surge and shake truck in a few blocks on cold start cold morning. But the truck is moving.
