Owners manual states not to leave devices plugged in when not in use. It's only some Xmas lights, so I'm wondering what if any would keeping them plugged in be a problem. I'm not an electrician, but if there is no current at the socket when the truck's ignition is off, what would be the problem?

Maybe it is to prevent damage due to a brownout when it first starts up, it may be sensitive to a having a load on it but it is hard to see a string of LED lights to be a problem. If you are concerned you could go to a battery powered string of lights.

I plugged Xmas lights into the 120v bed outlet for the holiday season 2 years ago. No problems encountered.

I would agree, energizing a circuit with no load is easier on the relay contacts vs with a load. Same with de-energizing a relay, so much easier on the contacts when no load like Christmas lights are present (no Christmas pun intended).

Cars/trucks around here get pulled over by the police when there's lights on them that are not intended for the vehicle.

Cars/trucks around here get pulled over by the police when there's lights on them that are not intended for the vehicle.
I think it's particularly likely if you are showing red to the front or white to the rear, but even if you are in technical compliance, they probably write a ticket like "Defective lighting" like you got a bust headlamp so good luck fighting it.
