Ok not sure I understand the engine cover. What's its purpose? and why would you want one if the truck doesn't come with one?
It depends, if its one of those plastic ones, just appearance. If its one of those cool new thicker foam ones, it can reduce NVH a bit, just extra sound insulation quiet down direct injection ticking and the like.

Should not have to tap or drill holes. They should all be in the block already.

It depends on where the block is cast and whether the holes for an engine cover stud are drilled. If the block is cast in a factory where they don't install engine covers, say Spain, then it may not have the holes drilled and tapped. I had a 351 block that was cast in Canada and was missing some of the bypass galleries that the Cleveland 351 had so the block couldn't be modified to match the Cleveland block without some major machine work.
They all may come drilled and tapped, they also may not.

Did you have a Windsor block?

I had a 69 Torino 2+2 / Fastback that had a winsor 351. I had a devil of a time making horsepower above the standard due to the oiling system and the jam fit rocker studs. Made it close to impossible to put in adjustable solid lifters, which were more dependable than the hydraulics which would collapse if you pushed the power to hard. I did find a shop that could do it but at the time I had a low paying job and couldn't afford the $500 to rework the heads, this was around 1970 or 71. I was able to find a pristine cleveland block at the wrecking yard for $100 though, a guy had totaled his 70 mach 1 and it had a cleveland 351. I had both engines when the ex ran the car into a concrete pole in a parking garage. Pushed the engine back about six inches and basically totaled it. Was a fun car though, pretty fast after the cleveland swap.
