I highly doubt it for the price you're paying for the upgraded wheels and tires (as long as it's in line with the ~$800usd cost of the option here). It's as cheap as it is because they're factoring in the cost of the base wheel/tire setup. I have seen what you're talking about on some vehicles from Toyota but the upgraded wheel and tire package was at a cost of a couple of thousand dollars, more in line what (4) premium tires and (4) alloy wheels would cost.

My upgrade was just over $1100 CAD.

Based on conversion rate I'm willing to bet that it's just an upgrade and you won't be getting an extra set of wheels.
