As far as I know they are for aerodynamics to eek out a bit more highway mpg. They might also help to improve warm up time in cold weather.

They close to help the engine warm up at colder temperatures. Stay open to cool the engine when it's warmer out

You should have them in the upper and lower portion of the grill and bumper.

They're called "Active Shutters" and are used to control temperature within the engine compartment: closed in cold weather, open in warm weather.
