You're welcome. FWIW, try to find fairly thick washers, or double/triple up. The rail is spaced off the bed to allow the cleat "pin" to pass thru the rail.

My guess is that it didn't come a dealer NIB, possibly an ebay or salvage yard acquisition.
It was a FB Marketplace purchase from a private seller who no longer has the truck for $100.
Not really. Those are flat head style, what you should be using is called a Ultra Low Profile Socket Head screw. otherwise the screw head could interfere with the cleat sliding past it.

28mm is really an odd length, I imagine that 25mm would work fine. Stainless is fine, but a bit more $$.
