That makes sense. I’m full timing since I retired so I’m all over the place some states require it so I just went with the air brakes setup. (Retired truck driver)

That’s a catch 22 Ford makes a product that is flat towable and then we have to modify the Maverick in order to do so.
Be glad Ford considers the Maverick Hybrid a Flat Tow capable vehicle. There are many vehicles that likely qualify, but the manufacturers won't state it capable due to liability issues.
Installing the baseplate is simply the price you pay to set it up properly.

I believe this is incorrect. There is one state that does not require auxiliary braking, Missouri. Many states require supplemental braking at 3000 lbs or over. Your state of Indiana REQUIRES supplemental braking at 3000 or over. Which is hard to stay under with even a small car. But that is not the real issue to me. Get in a wreck, and the opposing attorney finds out your rig did not have supplemental braking......and you are likely going to look negligent to a jury.

Since you don't have supplemental braking, that means you do not have emergency braking. Which is there to stop your toad if it comes loose from the coach. If that runs into pedestrians, vehicles, crashes into a restaurant.....well you get the idea. You will need a really good lawyer after that.

There are some things are a matter of where you are registered that can be allowed in other states. For instance, your Berkshire is over 26,000 gvwr. So, in Texas and a few other states you would have to have a Class B Drivers license. Not a CDL, but test is taken from the CDL questions. You also have to take a driving exam that is quite a bit different than you would take in a car. I have a Class B Texas license. Many residents operating a rig 26,000 or more do not. Have no idea. Yet coming from Indiana you would be "OK" to drive in Texas with your current driver license.

Although in the 25 years I have been towing, I have never been stopped to have my supplemental braking checked...but you may want to read a bit more on the subject before being involved in an accident. Here is a good link: https://www.brakebuddy.com/towing-laws.html

Since this old thread is back live, I am pleased to report that DEMCO has produced a baseplate for the Maverick Hybrid that both looks great AND leaves the active shutters alone. They told me (on 7/17/23) that shipping would start in 3 weeks. MSRP is $655. Etrailer has no ETS yet. They usually sell for at least $75 less than MSRP out. Roadmaster has a $50 converter from a Roadmaster towbar to the Demco baseplate.

Looks like this is still not yet available at E-Trailer or on the Demco site. @BradnChristine, have you heard anything more from your contact at Demco?

Yes. Demco is shipping, as of 8/14/23. $665 + shipping. eTrailer is about a month from having them at a likely much better price. Demco's website wasn't updated the last time I looked on Tuesday, but they responded via contact us.
