Factory DIBL differences?

My DIBL installed at factory on XLT Lux Hybrid does not have cut outo on the side panels For 12v ports. I looked at a used XLT on the lot and its DIBL has beveled openings for the 12v acc plug on both side. I am going to have dealer remove side panels and check if the cutouts are there, but there is no way they can be beveled…what’s up with this??

You can cut them out or take the tail light off and you will have access to it
