The EPA doesn't test every vehicle. Most testing is done by manufacturers. However, the Hybrid got selected for testing by an actual EPA entity.

Or at least that's my understanding of it.

We don't know when Ford would have known the hybrid was getting selected for confirmatory testing. Sometime between submitting their application/results (june) and September. I assume it came as production started in August, and the EPA says it can take 2-3 months for confirmatory testing, so...

Edit: here's more background on the process:

Background: Manufacturers are required to conduct a Litmus test for each test group as outlined in the provisions of 40 CFR 600.115-08(c). After performing the Litmus test, manufacturers typically send an electronic test request to EPA’s Verify data base for the test vehicle used to perform the Litmus test. EPA then decides whether confirmatory testing is necessary for that test vehicle at EPA’s emission testing laboratory in Ann Arbor, Michigan. If selected for EPA confirmatory testing, the vehicle is then scheduled for EPA testing as soon possible after it can be delivered to EPA’s testing laboratory. For some manufacturers, it is common for the vehicle delivery and EPA confirmatory testing process to take 2-3 months. [Note: A Litmus test can sometimes affect FE label testing for 5-10 model types within a test group (which can be held up for 2-3 months during the confirmatory testing process).]

I can't remember the thread, but someone from Ford was on the forum in the past week and confirmed Ford's waiting for EPA testing to be done.

There have been a couple other Ford reps (a moderator on a live stream is one) who have said that the OKTB is being held up by EPA testing.

I have a friend that works for EPA and he isn't working in the office so that may be a few of them. Also with the travel restrictions with EPA who knows when it might happen.

IMO, Ford wants the EPA to take their sweet time on the ratings, the hybrid standard was a total failure, they make more money on the ecoboost, the 20k price tag was to attract people then people would choose the Ecoboost ( pay more ) over the hybrid, that did not go as plan, so they want you to buy an ecoboost instead.

How many have went to buy an appliance only to hear that is a display, we can't sale that, BUT we have this model at $$$$ available now? A possible time line from Ford would really destress all hybrid orders
