Enhanced Exterior Lighting?

What is 'enhanced exterior lighting' - I see fuses for it but nothing else in the owners manual?

Also does anyone know what this switch is for:

I'm guessing it's for the high mount cargo light but don't see anything about it in the manual. I've already taken the bulbs out as I couldn't find a way to turn then off permanently.

In reality, it is to turn on the high center cargo light over the bed.
