Does tailgate lock on the XL or XLT?

Open the handle as you work the key in and out plus a little light oil. That worked for me. This is a common problem across all brands.

maybe give it a squirt of spray silicon lube inside the lock. This happens with locks exposed to the elements. Common problem across all brands.

You have the same Maverick package that I have. The key lock has worked since I tested it at the dealership. It might be a manufacturing defect. I do have the co-pilot 360, but I thought the locking tailgate was standard.
