Dealer wants $100 for cat etching

Aside from VIN marking, it's often recommended to high-temp paint your converter a bright color so it will stand out in a pile of cats, thereby inducing someone to actually look for a VIN. This is supposed to deter thieves when they look at it prior to starting the saw. Does it really work? Who knows...

My dealer in California is stating that they have to etch the cat per California SB55 and will add $100 to the deal. Is this something I can or should deny?
