To me it would make more sense for people without the factory rails to just buy a bunch of cleats at a hardware store or amazon to use the factory drilled holes. 
I have the factory bed rail, use it all the time for tying things down, so I can easily see why people would want something like this. That said, a single rail makes more sense, doesn't take up as much space in the bed, and it's cheaper if you can DYI.
