I ordered the XL because I knew how to add the Cruise control but now it is standard, Ill add full leather seats with heat for less $ that the XLT and all adds for options are available after market and they don't seem to have a supply chain issue. I always order a second set of wheels so I can have snow tires for 4 months and nice aluminum wheels during the summer. I will custom paint the steelies for the snows (Blizzacks) as i have done for my past three cars. I've had 19, "company cars" and they (the company) always gave me snow tires when I whined, "I don't wanna die:"
The problem with your plan here is that the XL is a constraint. It will account for only 15% of all builds. An XLT has a much higher chance of being built - they will make up 59% of all MY23 builds.

I didn't get XLT because I didn't care about locking tailgate & rims. Already got cruise included & power mirrors via 360 package. I like having top line trim packages, my Altima is this way, have had a leather EX Pilot as well. This vehicle just seems more fit like my 1st gen Honda CR-V, small and cheap.

I've owned my '22 area 51 maverick xl awd w/spray bedliner for 1 yr this coming November. I ordered the '23 alto blue xlt fx4 4k tow and cp360 spray bedliner. I don't mind the wait since I already have a maverick and have enjoyed everyday of ownership.

Costwise the XLT doesn't make sense, but I took it anyway to get access to the all wheel drive and those gorgeous FX4 wheels.
Resale value and the XL's 15% production limit also played a part.

Probably old news but if you change your trim your order date also changes to the day you make the change.

According to Legend, trims can be changed, as well as body types. So you can add or subtract the Lux package, or switch between XL, XLT , Lariat, or Tremor. You can also change colors and add or subtract options. The one thing you can't do currently is go from HY to EB and vice versa. And before you ask, no you cannot go from Hybrid to EB by going from XL, XLT, or Lariat to Tremor.

But Strider, will we get second breakfast or at least elevensies at the XL level? (I ask with sloppy paunch and hands rubbing).

The XL, it seems, has become an even better value relative to the XLT for 2023. They definitely upgraded the XL seat appearance. Why did Ford make the XL better and then massively restrict its availability?
They didn't restrict the XL availability, that's a projection based on what was ordered last year.

If you're going to buy the XL and then upgrade anything that would have come on the XLT, even wheels, I would get the XLT. The resale on the XLT will be much stronger when we are out of this anomaly in the car market.

I think it will be a wash, it will cost you $2000+ more to buy the xlt, and you might be able to sell it for $2000 more than an xl.

Pretty sure that isn't the case. They are not planning on 15% XL because that is what was made last time... they are planning on 15% cause their margins are slim and by adding a couple things they can charge much more for the XLT.

I would have been fine with a XL but I want a hybrid Maverick (see my name?)... so I picked the option that is going to give me the best chance to get it (a XLT with no options/packages/special items/paint).

Everything in that constraint list is limited availability, based on commodity planning for 2023. Drivetrain, trim, packages, and other key commodities. The polling around here actually shows a similar distribution for trims, but doesn't account for fleet ordering, which I would expect to be XL heavy.

They didn't restrict the XL availability, that's a projection based on what was ordered last year.
Then why are there so many fleets we've seen on here that are XLTs? Normally, fleet trucks are the bare minimum. XL (or Pro as it's called elsewhere) is the stripped-down work truck version.

Hypothesis: fleet buyers are paying a little more for XLT because they can't get the volume of XL units they demand.

Many people buy what's on the lots. Ford recommends a safe number to order, it doesn't mean that is cut in stone. At least 40% of 2022's were built as Hybrids, so Ford recommends 35% of 2023's. Just a guideline so dealers don't order too many.
