I found this under the driver's seat. Google image search was inconclusive, but I don't think it's a critical part.

Anyone have any ideas?

No idea.......... I can't even come up with a smart-ass answer, which I have been told is rare for me. Is the blue stuff some kind of adhesive/tape?
