The inverter turns off if the start demand exceeds the rated 400 watts.
Yes, it does. It's a good safety feature without blowing a fuse. But like almost all inverters from the factory, Ford or not, they're modified sine wave and many products do not like that. I trip mine at 200w on my battery.

Yes they are modified sine and some have reported not real close. Would have to scope it to see how close. But even if it's real close it will not be close enough to meet pure sine requirements.
