I guess there is a certain amount of liability involved. Having a tire on display indicating what they will or will not repair keeps the debates to a minimum.it's not only Discount tire. I have been refused a repair of easily fixable hole NOT in the sidewall because I drove it a few miles from my house with low pressure and they tried to convince me that would breakdown the sidewall "carcass" of the tire and they didn't want any responsibility of a major failure later. This was on a vehicle only a couple months old. Many shops will also refuse to work on any flat that you used one of the emergency canned inflater/sealers on it. I definitely prefer dismounting tire to examine inside and then patch from inside.
