it's not only Discount tire. I have been refused a repair of easily fixable hole NOT in the sidewall because I drove it a few miles from my house with low pressure and they tried to convince me that would breakdown the sidewall "carcass" of the tire and they didn't want any responsibility of a major failure later. This was on a vehicle only a couple months old. Many shops will also refuse to work on any flat that you used one of the emergency canned inflater/sealers on it. I definitely prefer dismounting tire to examine inside and then patch from inside.
I guess there is a certain amount of liability involved. Having a tire on display indicating what they will or will not repair keeps the debates to a minimum.

I'll take an opposing view. While I've successfully repaired many tires in the last 50 years, I'm at a point in my life where the peace of mind far outweighs the small ~$200 cost of a Maverick new tire. If the puncture was through the belt on one of my daily drivers I'd have it dismounted and properly repaired with a patch. Outside the belt as shown, I'd just bite the bullet and replace. I just don't want to potentially think about it for years, or with someone else in the vehicle, or when I'm on a 1000 mile trip, 1am, 12 degrees and snowing. YMMV.....

Discount LOVES to sell those even if you buy tires anywhere. They will match tire prices from competitors also. Have to buy soon after OEM purchase of new vehicle check but within 30-60 days or 1-2/32" wear I think. Best to drive straight to discount when you take new car possession and swap OEM tires for better or more desired tires. They usually have waiting lists for OEM take offs and sell to new buyer with certificates. Set up trade with discount before you take possession of your new vehicle so they can have your desired tie in stock ready to go! Some managers are more generous on trade in $ than others.
Two questions from this:

1) Discount Tire sells 'certificates' and tires that come on the truck? What does that normally run?

2) What tires are people swapping too? I have a Lariat Hybrid schedule for build next week, I've always just used whatever OEM tires came on the vehicle when it came to replacement

Yeah. They won't patch it because they don't want to take the liability of it fails and causes an accident. But I would've just patched it myself and just put it on the rear.
That or put it on the spare rim provided it's full size.

But what would you do with the tire that's already on the full size spare?

1) they sell certificates (road hazard etc) for the tires that come on the vehicle. The price varies some based on quality of tires but last I bought certificates were $22-$24 for each tire. If the certificates are for higher prices tires they will cost more. Call discount and ask. I do not remember if the $22-$24 included mounting and balancing or not.
2) I have a First Edition lariat (may regret it but did not buy certificates on it this time) that came with michelin primacy A/S 225/60R18 100H max load 1764lbs max pressure 44 PSI "TREAD WEAR RATING IS 540" So is a 40k maybe 45k mile tire, DOT date on Tire is 0122 (so this must have been a constraint item for those that were to get this tire) when I looked online if I remember correctly this tire showed 8.5-9.0/32" tread. Some people want either a different tire or maybe a Michelin 700-800 wear rating and 80k+ milage warranty. They will also probably have 12-13/32" tread and much better snow and less hydroplaning risk. If you trade oem's with only 20-30 miles you will get best trade value from discount. I elected to run these until 36k warranty expires, if they last. I usually replace tires at 4-4.5/32" tread depth.

I cant imagine Road Hazard Warranty is worth the expense for most people unless you drive in construction sites

I have worked construction for the past 12 years and have 2 flats attributable to job sites. One where I hit something in the road. 2 on the job were fixed with a basic plug kit. The other was fixed at a tire shop with a semi tire plug and a patch on the inside. Ive had 4 sets of in that time. I think road hazard on my truck was about $35 a tire, so roughly $560. I've spent 20 bucks on a pro repair and about 10 for a plug kit. I'd rather just fix it myself and move on than have to argue about getting a tire fixed under warranty.

Remember, warranties are profit centers...otherwise they wouldn't sell them. You are basically betting the price of a tire that you will have one replaced for free. You have to have two tires replaced to come out ahead.

It's not the same as the tires on the wheels. Put it aside for emergency?

I'll stay out of the sidewall debate, but this is me plugging my wife's car on Sat. It's super easy to do.

How to plug a tire
