So frustrating. I was really looking forward to having the adaptive cruise control, but somehow mine was delivered without acc either. Hybrid lariat with copilot 360, but I guess without the super secret other copilot option. I was an early order for 2023 and happy I to get the truck. But I just wish Ford and their dealer network would take a little more care with how they treat their customers during the ordering process.
Ford put the information out to dealers in a very clear memo in September 2022. Not super secret.
Blame your dealer for not keeping up on what he is selling...or not having watched the discussion here in MTC. @fordvideoguy always provides such memos on MTC (for which we are extremely grateful).

Here is the section of the instruction showing the changes for the 2023 MY:
Ford Maverick '23 Missing Adaptive Cruise 1701965924346

For 2024, Ford took care of dealer ignorance by making ALL of these things (PLUS other Luxury Package items) standard on every single Lariat. So now we have folks complaining that they wanted the option of a lower priced Lariat without some of these things.

Ford can't hold their dealer's hands if they refuse to pay attention to instructions they receive. Ford screws enough things up on their own, but the ACC fiasco (you are NOT the only one) is solely due to your dealer not paying attention to Ford.

Salesmen are SALESmen. When I ordered my '23 Lariat Lux with both 360's on the second day that the order banks were open on September of 2022, he didn't have a price sheet for the 23's. I handed him the one I had downloaded from a post on this forum. "Where did you get that?" he asked. I told him "From the MTC forum." He didn't have a clue what that was. Not surprised. They no longer have to have any knowledge about what they are selling. Only how to SELL.

Most car dealerships are filled with order takers who do not necessarily know more than you, but there are a few who do have enough knowledge to be consultative and put you in the right vehicle with the right options.

Since everyone is carrying a device in their pocket capable of finding all the info they could need to know about a Maverick, there's really no excuse for not being fully informed. Do not leave it in your salesperson's hands.

I ordered a '23 on the first day orders opened in Sept. 23. My truck has both packages so it has ACC. First vehicle I've ever owned with the feature. It's nice but not having it would not be a deal breaker for me. I guess my dealer must have read the memo since the truck was ordered with both packages. They did not have '23 pricing when I ordered but they told me to assume a 3% increase from '22 prices which was pretty much correct.
