Presumably you're referring to private offers for a '23 as price protection expired with '22s.
Regardless, the answer would be no. Private offer for '23s is not specific to a dealer but it is specific to an order, in this case the one originally ordered as a '22.

Remote possibility the USB port you're attempting to use is faulty. Try using the other one (USB A to USB C - or vice versa - cables or adapters are not costly). Also note that only the factory-installed USB ports up in the front of the cab will crunch data, any others are for charging purposes...
