Also the location there is mostly for if the battery in the fob fails. I don't know how impervious the RFID circuitry it utilizes is, but if the fob was physically damaged or submerged it may not work.

Depending on how long its been on the lot they might not have been aware it was affected. The recall was only expanded to encompass the rest of '24s about 3 weeks ago. As soon as they pull it up in Smart Vincent it'd probably pop up that it was under the recall.
There isn't a toothed flywheel and starter arrangement; the ICE is started by the starter/generator motor in the transmission.
