I just checked again and apparently Cali is allowed 70% in the front, which is pretty much nothing. I run around 30% in front with my current car and have never been pulled over for the tint. If cops want to pull you over it will be for something else (speeding, reckless driving, etc.) and tack on a fix it for the tint. There are a few states with no tint allowed.
As for your friend, cars are allowed to have the factory tint at any percentage and still be legal, at least in California. I have no idea how cops can tell a factory from an aftermarket tint, so another reason why it's a pointless law to enforce.

Our trucks have factory tint up front as well.That's nuts, so some states ANY tint on the front is illegal? I know some have percentage limits but geez. Also FWIW a friend of mine just bought a brand new Hyundai and it came from the factory with tint on the front windows.
The guy at the tint shop said the factory tint tested at 24% on his meter so he tinted the front at 20% and it matched perfectly.
As for telling the difference aftermarket tint will have edging from the film while factory tint is in the glass.
