Yea most people do it in cities to keep damage off their bumpers but a trailer hitch can often cause more damage to the other vehicles front end. It's not always someone rear ending either - people back into vehicles all the time with hitches and these steps. Plus, in my state they leave them on and go through car washes (the touchless wash is often times the only option during winter) and I see those machines get hung up on them all the time. Big giant signs that say "No trailer hitches" and they ignore them. I'll never understand it.In some states leaving a hitch Receiver in place is illegal and insurance companies are starting to crack down on not paying. That step may be considered the same way?
